The issue you’re describing is that OpenCV either can’t find or can’t open the file. Have you provided the correct path to that file? Is that file located in the local directory?

In order to have this working, you need this pgpass.conf file, which normally should be in your AppData\Roaming\postgresql directory. This file should refer to the file location of you actual .pgpass file.
It is very unlikely that unhiding the AppData folder caused the issue. However, it sounds like there are some corrupt files in the Word Startup folder under AppData\Roaming\Microsoft\Word\Startup Either delete them, or move them to another location and then start Word.
